So, I hooked up the cable to the place I thought it should have been hooked up to and now the phone rings. So ringing works well with this VOIP phone, guessing nothings changed since these phones existed.

The way I'm told to handle the connections on both the hook and the rotary is to hook one cable to ground and the other to a digital input.
